Application filing procedure for obtaining a Dependant’s Pass and a Long Term Visit Pass

Key Points :

  • The employer and appointed employment agent can apply for a Dependant’s Pass for family members of the eligible Employment Pass and S Pass employees.
  • The application can be filed online. Manual application filing is required for dependants of Employment Pass (sponsorship), Personalised Employment Pass and EntrePass holders.
  • Expenditure relating to the application :
    • For a Dependant’s Pass
      • $60 for each pass at the time of submission of application
      • $150 for each pass and $30 for each Multiple Journey visa (if applicable) at the time of issuing of pass
    • For a Long Term Visit Pass
      • $30 for each pass at the time of submission of application
      • $60 for each pass and $30 for each Multiple Journey Visa (if applicable) at the time of issuing of pass
    • Duration of the procedure :
      • 7 working days if the application if filed online. Some cases will take more time.
      • 5 weeks if the application if filed manually
    • The application can be submitted along with the main pass holder’s work pass application and at a later date. A separate application must be submitted for each family member.
    • Ministry of Manpower will not be able to extend the visit pass if the candidate’s visit pass will expire before the Dependant’s Pass and the Long Term Visit Pass is issued. Hence the candidate should only be brought in Singapore when the pass has been approved.
    • A Special Pass must be received by the parents of babies born in Singapore from the Immigration and Checkpoints Authority (ICA). an application for a Dependant’s Pass can be filed for during the 6 weeks of validity of the Special Pass.

 

Steps for submitting the application online

  1. Fill out the application and upload the required documents by logging in to EP Online account.
  2. The fee of $60 per application for Dependant’s Pass and $30 per application for Long Term Visit Pass can be paid by GIRO,Visa/MasterCard and eNets Debit.
  3. The application status can be checked after 7 working days.
  4. Print the in-principle approval (IPA) letter after the pass has been approved.
  5. The pass holder’s copy of the IPA must be sent to the candidate. The IPA contains a pre-approved single-entry visa for the candidate to enter Singapore. It provides the employer 6 months to bring the candidate to Singapore and get the pass issued.

 

Steps for submitting the application manually

  1. Along with the completed Dependent’s Pass or the Long Term Visit Pass application form, the supporting documents mentioned in the form must be submitted over the counter at any SingPost branch. Parent has to sign the application form for children under 16 years of age.
  2. A fee of $60 for each application of Dependant’s Pass and $30 for each application of Long Term Visit Pass must be paid. Payment can be done by cash, NETS and CashCard. The payment advice slip received at the time of application is the proof of submission.
  3. The application status can be checked online 3 weeks after submission.
  4. Ministry of Manpower will mail the in-principle approval (IPA) to the sponsoring company once the pass has been approved.
  5. The pass holder’s copy of the IPA must be sent to the candidate. The IPA contains a pre-approved single-entry visa for the candidate to enter Singapore. It provides the employer 6 months to bring the candidate to Singapore and get the pass issued.

 

Steps to get the pass issued

The employer must ask for the pass to be issued only when the candidate is in Singapore.

  1. The request can be made by logging in to EP Online and submitting the following :
    1. Candidate’s passport details
    2. Details of the candidate’s current Short Term Visit Pass and immigration pass
    3. Candidate’s residential address in Singapore.
    4. A local address where the Ministry of Manpower can deliver the card.
    5. Contact details of at least one authorized recipient to receive an SMS and email alert with delivery details
    6. PDF copies of the following copies need to be submitted :
      1. Disembarkation/embarkation card (immigration white card)
      2. Completed medical examination form and health declaration form.
  • Completed declaration form attached with the candidate’s in-principle approval letter.
  1. The following fees must be paid using GIRO, and eNETS credit and debit :
    1. For a Dependant’s Pass:
      1. $150 for each pass
      2. $30 for each Multiple Journey Visa (if applicable)
    2. For a Long Term Visit Pass :
      1. $60 for each pass
      2. $30 for each Multiple Journey Visa (if applicable)
    3. Print the notification letter when the pass is issued.

 

Details regarding the notification letter

  • It should be given to the candidate since it allows them to travel in and out of Singapore while waiting for the pass card.
  • It also states if the candidate needs to register to have fingerprints and photo taken. First-time candidates and those whose last registration was more than 5 years ago will need to register.

      • An appointment need to be made for the candidate to visit the relevant Ministry of Manpower center :
        • Dependants of Employment Pass holders must register within 2 weeks after the pass is issued at the Employment Pass Service center (EPSC)
        • Dependants of S Pass holders must register within 1 week after the pass is issued by the Ministry of Manpower Services center – Hall C.
      • Documents required for the appointment

        • Documents listed in the IPA letter and notification letter

 

Delivery of the card

The Ministry of Manpower delivers the card to the given address after 4 working days  of the candidate’s registration and document verification. If the registration by the candidate is not required then the delivery of the card will be done 4 working days after checking of the documents. an SMS and email with the delivery details will be given to the authorized recipients at least 1 day before the delivery.

In case of failure in card delivery :

The card will have to be collected from the relevant MOM center after two unsuccessful deliveries.

  • Dependants of Employment Pass holders will have to collect it from the Employment Pass Services center (EPSC)
  • Dependants of S Pass holders will have to collect it from the MOM Services Center – Hall C.

An appointment is not required and the candidate or an authorized person can collect it 3 working days after the second attempted delivery. Following documents must be brought along for the visit :

  1. Candidate’s original passport
  2. Notification letter
  3. In case an authorized person is collecting the card, the relevant completed authorisation from the EPSC/MOMSC.

 

Returning the old pass

The old card must be returned if the candidate holds an existing pass for work and long-term stay in Singapore.

  • The work pass and long term pass issued by the Ministry of Manpower must be mailed back tot eh Work Pass Division, Ministry of Manpower, 18 Havelock Road, Singapore 059764. The “card return” function in EP Online may be used to check if the Ministry has received the card as well as to register queries regarding the failure in returning the card.
  • A Special Pass and long term pass issued by the Immigration and Checkpoints Authority (ICA) need to be returned to the ICA. these include the Long Term Visit Pass and Student Pass.
  • A Disembarkation/Embarkation card (IMM27) need not be returned to the ICA.
