Documents required :

  • The copy of the personal particulars page of the candidate’s passport
  • Latest business profile and instant information of the company which is registered with the Accounting and Corporate Regulatory Authority (ACRA).
  • Educational certificates of the candidate
    • Qualifications from India
      • Transcripts
      • Marksheets
    • Qualifications from China
      • Certificate of graduation for diploma and higher degree
      • Verification proof of the above mentioned certificate
        • Verification proof can be obtained from sources like
          • Dataflow
          • China higher education student information job portal
          • China academic degrees and graduate education information job portal
          • China academic degree and graduate education information

Note : An English translation and a copy of the original document is required to be submitted for documents not in English. The translation may be done by a translation service provider embassy and notary public.

  • Regional representatives of overseas companies need to submit additional documents:
    • A copy of the approval letter for setting up the representative office in Singapore from the International Enterprise Singapore.
    • A letter from the representative’s office headquarters containing the following:
      • The purpose of the application
      • The duration of the candidate’s assignment
      • A guarantee of the candidate’s maintenance and repatriation
    • Healthcare professionals, lawyers, football player and coaches need supporting documents from the respective professional bodies

For Employment Pass applications filed from 1 October 2015, the accompanying advertisements must include published salary ranges.

  • An advertisement of the job vacancies on the Jobs Bank administered by the Singapore Workforce Development Agency(WDA) before the submission of Employment Pass(EP) applications. Employment Pass holders who are changing employees are also required do so.
  • The advertisement must meet the following requirements :
    • Run for at least 14 calendar days before you apply for the EP.
    • Comply with the Tripartite Guidelines on Fair Employment Practices.
    • Be open to SIngaporeans.
    • Include published salary ranges


General guidelines for job advertisements

  • Avoid stating a preference for nationality, age, race, religion, language, gender, marital status, and family responsibilities while posting a job advertisement.
  • Comply with the Tripartite Guidelines on Fair Employment Practices
    • Ministry Of Manpower views non-compliance with the Tripartite Guidelines seriously. Posting discriminatory job advertisements will have the employer’s work pass privileges curtailed.


Exempted groups from the Jobs Bank advertising requirement

  • The company has 25 and fewer employees
  • The job position is paying a fixed monthly salary of $12,000 and above.
  • Under the World Trade Organisation’s General Agreement on Trade Services (WTO GATS), Intra-Corporate Transferee (ICT) refer to those holding senior positions in the organisation and have an advanced level of expertise. Hence, jobs to be filed by an ICT is exempted.
  • The job is necessary for short-term contingencies and has a period of employment in Singapore for not more than one month.


Scrutiny on hiring practices

Companies that have scope to improve their hiring and career development practices may be identified and engaged by MOM and other Government agencies. The companies may include:

  • Companies who have had repeated complaints of nationality-based and other discriminatory HR practices
  • Companies who have had a disproportionately low concentration of Singaporeans at the professional, executive, and managerial level compared to others in its industry.


Information to be provided to MOM if the company is under scrutiny :

  • Plans to develop local internal staff to take on higher roles and reduce reliance on EP holders.
  • Framework for staff progression
  • Recruitment process
  • Staff grievance handling procedures
  • Organisation charts with nationality information
  • The number of applications submitted by Singaporeans
  • Whether the Singaporeans were interviewed for vacancy
  • The firm’s current share of Singaporeans in professional, manager, and executive positions
